Operation Thoofan

'Operation Toofan 2.0' is a robust public-police resistance campaign implemented by the state government against the drug mafia in Kerala.

The key features of this project are as follows:

  • Objective: Completely eradicate the use and distribution of narcotics in the state and ensure strong social vigilance against substance abuse.

  • Role of Local Self-Government Institutions: Following the success of the initial phase, the Local Self-Government Department and local bodies (panchayats, municipalities) are directly participating in this second phase.

  • Ward-Level Committees: Public-inclusive 'Toofan Committees' and 'Toofan Grama Sabhas' are being formed across all wards in Kerala (spanning over 20,990+ wards).

  • Main Slogan: "I am the guardian of my land" is the core slogan of this campaign.

  • Key Components:

    • Toofan Local & Strike: Strict enforcement measures taken jointly by the police and local bodies against drug syndicates.

    • Toofan Care: Collaboration with the Indian Medical Association (IMA) and premier hospitals to ensure expert treatment and rehabilitation for those struggling with drug addiction.

    • Toofan App & Eyes: Provision of counseling facilities and camera surveillance in and around schools.

    • Toofan Play: Setting up playgrounds and distributing sports kits to keep children away from drugs.

'Operation Toofan 2.0' is envisioned as a mass people's movement that mobilizes the entire society against drugs with the support of Kudumbashree, Asha workers, and the Haritha Karma Sena.
